Zeroboard Research Institute Director Tomoo Machiba speaks at International Gas Federation Events related to the Osaka-Kansai Expo

Discussion on e-methane GHG emission amount calculation rules with Japanese and Hong Kong gas companies

Tomoo Machiba, Director of Zeroboard Research Institute, a think tank of Zeroboard Inc.(Minato-ku, Tokyo, CEO : Michitaka Tokeshi, hereinafter "Zeroboard"), which supports corporate sustainability management, spoke at the International Gas Union (IGU) LNG Committee Conference "LNG Value Chain and Carbon-Neutral Society," held in Kyoto City on Wednesday, September 24, 2025, as part of the Theme Week events of Expo 2025 Osaka-Kansai (2025 World Expo, Japan, Yumeshima, Konohana-ku, Osaka City, Osaka Prefecture). The conference focused on LNG market trends, the gas industry's efforts to achieve carbon neutrality, and international cooperation in the technology and spread of "e-methane," a new fuel Manufacturing from CO₂ and green hydrogen. At the Osaka-Kansai Expo site, a demonstration project is underway to use e-methane, produced from CO₂ captured through food waste fermentation and direct air capture (DAC) technology and green Energy derived from renewable energy, for kitchen and heat supply. Furthermore, as a participating supplier of the Expo, we are providing software to support the calculation of GHG (greenhouse gas) emission amount associated with the event, helping the Events achieve carbon neutrality in a reliable manner.*

Machiba took part in a session on the theme of "Gas Industry Initiatives Towards a Carbon-Neutral Society," moderated by IGU Honorary Member and Japan Gas Association Senior Advisor Satoshi Yoshida. Together with Hong Kong China Gas COO Cheng Xiaoguang, Assistant General Manager of ESG Affairs Huang Junzhang, and Osaka Gas Resources and Carbon-Neutral Business Development Department Manager Hirabayashi Mikiyoshi, they discussed how the use of e-methane and green hydrogen can contribute to decarbonization, as well as the Issue of infrastructure development and market formation.

As a member of the GHG Protocol's Technical Working Group (TWG), Machiba explained that while GHG accounting and reporting rules for sustainable aviation fuel (SAF) and biomethane are currently being discussed, discussions regarding the treatment of recycled carbon fuels (RCF) including e-methane and non-bio-based renewable Energy fuels (RFNBO) are still in the early stages. He first spoke of his hope for the establishment of an international certification system to guarantee their sustainability and transparency, and for international cooperation to establish emission amount accounting rules that can be agreed upon not only by the gas industry but also by CO2 emitters, demand-side companies, and stakeholders.

Profile of Tomoo Machiba

Director of Zeroboard Research Institute / Director of the Global Sustainability Standards Council

After working as a journalist for the Asahi Shimbun, he is now involved in supporting corporate and government sustainability strategies internationally. He worked on guideline revisions at the GRI International Secretariat and led eco-innovation policy research at the OECD Directorate for Science, Technology and Industry. He is responsible for knowledge management of renewable energy technology data from around the world at the International Renewable Energy Agency (IRENA) and for developing strategies and policies for the green economy and climate change response at the UAE Federal Government. He served as Deputy Director of the United Nations Climate Technology Centre Network (CTCN), supporting technology transfer to developing countries, before returning to Japan in 2021. He served as a partner in charge of decarbonization and ESG at ERM, a foreign consulting firm, and became Director of Zeroboard Research Institute in August 2023. He has served as a director of the Global Sustainability Standards Board (GSSB) since January 2024 and as a member of the GHG Protocol Technical Working Group (TWG) since March 2025. He holds a B.A. in Journalism from the Faculty of Letters at Sophia University and a Master's degree from the School of International Development at the University of Sussex, UK.
